The vote was dead locked last year and that was before Obama approved Medical legalization and before the V.A. also approved medical use. I know it will pass in September, the only problem is it will be the most regulated system in the U.S. The laws are very strict and only people with terminal illnesses can get cards. No luck for people like me with insomnia.
The V.A did not approve medical use. the VA used to have a policy that they could not perscribe certain types of meds to veterans who were using marijuana (with or without a mmj card). They recently decided taht they would now perscribe meds to vets who were using mmj as long as they were liscenced. All this change does is allow VA doctors to fully treat patients who are currently perscribed mmj. The VA can not and will not perscribe mmj.

became quite the NY thread, i noticed some that think the NY MMJ bill is for terminal illness only
not true, it can be for a severe debilitating condition also, and it lists some of the qualifying conditions
NJ is the terminal only, NJ's is real crap
but NY has possibilities, not going to be the best, but not the worst, at the start it will be slow
but activist doctors will push the boundaries, that will take time of course

this is the start of the bill, S4041B

PURPOSE OR GENERAL IDEA OF BILL :
Allows patient to use marihuana to treat a serious illness under
medical supervision.

SUMMARY OF SPECIFIC PROVISIONS :
Section 1. Legislative findings and Intent.

Section 2. Amends Public Health Law Article 33 by adding a new Title
V-A, Medical Use of Marihuana.

?3360 defines certified medical use, certified patient, certification,
designated caregiver, public place, serious condition, medical
marihuana, registry application, registry identification card, and
usable marihuana. A serious condition is defined as a severe
debilitating or life threatening condition or a condition associated
with or a complication of such a condition, or its treatment.

Isn't it true that the ny mmj will not allow you to grow?
this is the real big question on this bill, it just may allow patients to grow
the bill defines patients and providers, only a provider can grow
but there is no language that says a patient cannot be a provider
there are a number of requirements to be a provider, among which a provider must be of 'good moral character'
which i read to mean no one with a felony will be allowed to grow
this is a gray area, my belief is that NY will eventually allow personal grows, but it will take time, and everything will go slowly, especially at the start

EDIT: current language forbids a producer from providing directly to a patient which would kill personal grows
a producer provides MJ to a distributing organization, so a club type setup is possible
 
Well when that happens i know things will start looking uphill from there.I just hope its sooner rather than later.People in ny been waiting for a long time for medical marijuana.Maybe when that comes you start seeing alot less crime.
