please help i need a little advice real quick

okay so ive got 1 mandala safari mix seedling that is still pretty small. its about 3 inches tall and its first set of true leaves popped out. it sat in my window until the first set of true leaves appeared. i originally wanted it to be outside but now ill have to wait for a while because we just got hit with a snowstorm and have another one headed this way. it is currently in a closet sitting under a cool white 40w incandescent bulb. the growth is slow at best. as soon as the true leaves appeared it seemed to slow down growth dramatically. is this because of the shitty amount of light it is getting? if i bought a cfl would it help growth go faster?
 
More light would always help. If your putting it outside i would let it get pretty strong before you transplant it so it survives. Let it develop a root system. Good Luck!!
 
Sun of course made it prolly grow a whole hell of a lot faster then that light you got. Expect VERY LITTLE growth id say from that light.

yeah i planed on letting it outgrow it current pot (a styrofoam 32oz cup) before taking it outside

would i get much better growth from a single cfl? if so what wattage would you recommend as the best value for the money? i dont really want to spend a bunch of money on lights because that was a main reason behind growing outside in the first place.
 
if you're still in cold weather, like i am, this could help you. the growth is slowed down, meaning you have time for it to warm up outside...
