plants flowering slowly

Hey everyone, well 2 weeks ago today i put 3 mothers into flowering. Right now there's still only white hairs here and there. It's definitely sexing just very slowly Any opinions? I'm using loose soil with organic fertilizer about 6"-12" away from my 400w hps.
