Neem isn't toxic.

Its always best to be preventative with a

Fungicide:
H2O2
copper fungicide

Insecticide:
Neem oil early and up to 4 weeks to harvest.
Spinosad all the way. (Mites)

In Canada is deemed toxic or unsafe for humans sadly; is love to use it! But they don't sell it here at least in Ontario anymore :/
