Has it been 3 weeks since it broke the surface or 3 weeks since you planted it? If it is 3 weeks since it broke the surface than yes, 1 inch tall is short....

definatly,,your probably using the wrong light or your not using it in the right way,,,,,,,,whats the temps like,what kinda soil you using?

3 weeks since i planted seed. they get light through a window when its cold outside. when its warm i put them outside.
i planted them in 50% mushroom compost, 50% vermiculite. Both have dark green leaves, one with 2 shriveled leaves,one with 1 leaf that has yellow tip

When did it finally break the surface? If it took 2 weeks to break the surface then your right on..... I've never heard of using mushroom compost before. You need to be careful on how much nutrient the soil holds when they are less than 3-4 weeks old. They are very suceptical to over feeding and showing nute burn......
