plant looks like its hurtin. need help ASAP

first time grower and poster. i need help badly. i was using a fluorescent light (cheap 20$ one from RONA i dont even know the watts or lumens) for the first 3 weeks and it was doing really good. im 20 days in and it looks like the leaves are getting burnt. i tried switching to my 200 watt CFL light to see if anything would change but nothing has. i run my cheap 20$ light for 24/7 and i water it when the soil calls for it. im just stumped and dont want my three weeks to be ruined time. please help.

Are you adding nutrients to the water? From just those pictures its a little hard to tell but to me it looks like nutrient burn or ph lock out. If you are adding nutrients, stop. Add filtered water that has been PH'd to 6.5 and saturate the soil until it leaks out the bottom of your cup for a solid 30 seconds; in attempts to flush out built up salts(nutrients). If you don't have a PH testing kit just use filtered water, its usually pretty close to 6.5. Best wishes buddy!

Looks like its from seed. Not sure wat frets u would be using right now so a lil optimistic about fret lock out. Im curious wat soil u started with.. Was it a soilless mix or soil mix?? If it has anything to do with lock out, follow roughgrows advice.
Go get vitamax and mix 20ML per 5 gallons or 5ML per gallon. This will not aid to any possable problem in the soil or with plant. Are u using Miracle grow? Anything miracle grow products like soil ?? If so, count your looses, chuck everything away. And really get some extra light bud and know your wattages and color spectrum. U can buy cheap cheap lighting fixtures for 40 bucks and it will give u more lumans than what your prob getting 3000lumans prob. Get some T5s :) Put them close together like 1 inch away to centers and your seedlings will be happpppy!
Gotta add more detials about the grow bud!

ok- 1st-- that is nute burn from over-feeding, or splash burn from getting nutes on it , or water on her with the lights on...

also- since I see you propped it up-- it got stretched- right? That means the lights aren't lose enough AND you need more airflow...

Also- since I see the cotyledon leaves still somewhat intact- It is a very young plant- yes? you shouldn't be feeding it yet-- you do not start feeding seedlings until they reach the "Veg" stage after getting their 3rd set of true leaves-- and then you feed only 1x a week and follow the mixing directions on a good feeding chart for whatever nutes you use-- the directions on the bottle are for "General purposes" and are way high for young plants.

Flush the plants slowly but well with plain water-- the water needs to be running out the bottom... then let them drain and do not feed or water them until the top of the soil is totally dry and the container feels a LOT lighter than it does when wet...

Below is a link to the feeding charts for most (but by no means all) the most commonly available nutes.... If you do not find yours on there- let me know- I'll see If I can get one rounded up!

wooha.. Thats not a splash burn! Did u not see what wattage of lights he is using? His seeding is young, u can see that from the picture, I doubt he is using frets cuz he does not even know what bulb he is using beside Florescence. If its feed, it may be an issue but since it has a tap root, its generally more hardier to fret burn and if it was to burn it would show even on the new growth, (like its top wanted to pinch or fall off) I would be more concerned on what garbage soil he could of picked up from Rona. If its a fret burn he is better up rooting the seedling and using new soil much like a soilliess mix or a germination soil! This approach will be much better than trying to flush a pot with a lil seedling in it.
