Plant like this for almost 3 months (stopped growing)

Hey!
So basically i've planted this thing around 3 months ago, it growed a little, everything was fine, then literally for about 2 months nothing, then grew up to this size and now nothing is happening once again..

There are 2 plants in the same jar, one of them is noticeably smaller than the one i took a picture of.
I've put them away from the light source so you could see the yellowish bottom leaves.
Here's the pic of plant atm:



I don't know if the pics are clear, but basically plant looks health except for the 2 bottom leaves (the bigger ones) which look yellowish?
Am i over-watering them?

I'd like to mention that at first they were outside, 3 times transplanted (third time it started growing, but again, nothing is happening so far), yesterday i've decided to put them inside, they're under a neon bulb far enough to not be burnt by it.
Should i keep them inside or do i take them back outside?

Nothing there worth saving...sorry man. Unfortunetly, growing pot isn't exactly easy, not like people lead others to believe. I'm not sure exactly what the hell happened here, maybe unstable genetics combined with a whole lot of bad environmental factors...I'm just shocked the damn thing didn't roll over and die on you 2.5 months ago...

You did the hardest part and asked the question - like some others have said do a little reading, and give it another try! And if you aren't noticing it growing after a couple of weeks, ask a little sooner. I still have no idea what I'm doing, but there are a lot of helpful people here who will put you on the right track if you ask.

I'm just amazed at that little bud on that guy - crazy!!

You went wrong somewhere, or was this an autoflower? It looks like it's almost done flowering. What light were you using? Nothing you can do anymore, plant is at the end of its cycle.

Yes its fucked you have my permission to kill it.
next time use better soil not the crap from the back garden with weeds in it.
It started ok because babies dont need food just water. When the time came for eating it starved in that dirt your using and god only knows what the ph is.
