Plant is growing new hairs late in the flowering cycle

I'm about 9 weeks into flowering a sativa strain. I figured I would give them about another week or so to fully develop and plump up. I've noticed that new hairs are beginning to grow as if new buds are starting to form. Should new buds be forming this late into the flowering cycle or have I done something terribly wrong? I'm doing hydro with 600 watt lamps. and at this point it's just plain filtered water.

Sativas can go a long time. Mine went close to 12 weeks. Might be a bit early for just water.

I had a sativa recently that was seeded. The seeded bud finished off and then out of that bud started to grow new bud and I finally harvested at 95 days (13 weeks)!!! It was my first grow but man I was shocked to see that the plant went right back into bud production after the seeds finished.
