plant height confusion???

Hi all iam slightly confused on when to put my plants in to flower.The common quote is 12nch to 20 inch .But tis seems to be to only reach small yields .Is this measured from soil or should i be striiping a large no of foilage of the first 12nch and then measure a further 1ft above to create bigger plants .Any advice welcome

Can you provide a few more details? It's a soil grow, right? What kind of lights are you using? If the lower branches die off or don't produce because there isn't any light down there, is the taller plant really any better?

you should flower when the plant veg enough to reach the distance your light is effective for at the end of flowering.
It depends on your lights, growing method (in SCROG you'r light isn't effective at 10cm below a good dense canopy no matter what light your running), plants genetics and quite a few other stats.
