Plant found and saved

so i found this plant outside, saved it no telling how old it is but was in bad shape when i found it. Few questions, it looks like it has been toped already, not sure tho, and this plant is very long im worried it wont yield well not many leaves on the lower stem. There are lil sprouts growing off the stem are those going to be branches? 5-8 are coming, any prunning advice or ne thing to make my plant a little fuller thank you in advance!

It's funny how when it comes to weed some people just don't care that they're thieves. Would you go and take a tree from someones front yard, or raid their garden and steal flowers and tomatoes and all that jazz?

Another reason it should be legal, so POS that steal other people's property can be prosecuted.
