plant curling leaves and not taking water newbie

pls help

i have 1 trainwreck plant that i have been vegging under the wrong lights (agrosun incadesents) for
a month this is my first grow so i didnt know what to expect as soon as I figured I was using the wrong
lights i switched to 2700k 3 23w cfl and 42w cfl because i went to flower. Since the switch my plant hasn't been drinking and the leaves are curled. With the agrosun lights i was alternating 32 oz of water every other day with the appropriate fox farm nutes. Ever since i switched over the leaves started curling and it seems like its not taking any water the soil has been super moist. I posted pics I Know a few of the lower leaves look tatered thats because when ever i get a nice day i like to put it outside
for natural sun and wind is this also a good idea. Should i be worried i havent watered in days

Check for scarid fly usually a good indication if the plant isnt taking up enough water, especially if there isnt any other problems, any flys flying around? geta sticky fly trap, and if you do get a product called scarid fly drench which will hit the problem on the head.
