So my soil ph keeps jumping and I'm not sure why When I water I make sure that it's between 6.0 and 6.5 but the ppm I think is the issue as my towns water It's crazy, it's like 389PPM.How can I fix this and is that the problem

What kind of soil are you using? Chasing soil ph runoff will drive you crazy and accomplish little. At 398 ppm’s there shouldn’t be a problem, my water averages 1400 ppm’s and I grow in soil just fine. (yeah my water is bad, you can almost chew it!)
 
So I should be good then I'm pre Making 2 l bottles with a PH of 6.0 ahead of time but I don't know how to correct my soil pH
