Patches on leaf?

Just today ive found a white powdery substance in the soil of my plants, and also ive noticed a small patch on one of my plants leaves. Could this be pests or a disease?
ALSO, ive noticed some bugs jumping around, theyre very small and look as if they are flying but im not sure. Could this be a pest or one of those harmless bugs that means my soil is just good in nutrients?
