Outdoor flowering - 1 plant vs the other

What reasons would there be for one plant, 4-5 ft in height, to be still growing taller growing more internodes or whatever and showing sex but only a couple of pistils, when another much smaller plant (about 1 ft) is showing much more developed flowers as in clusters of pistils starting to turn into little lookin buds (probably about 1-2 cms in size atm)?

so basically why does one have more than the other, both the same age, both in the same location recieving basically the same light? Could this be excess nitrogen in the larger? what reasons??
 
think of plants like humans, no 2 are the same. Just because one is bigger than the other doesn't mean you're doing anything wrong. You just have a slow developing seed, no biggie considering she's budding just fine.

Sativas are long and lanky and can take up to 10 weeks to flower. Indicas are short and bushy and can flower in 6 weeks depending on the strain.

Even if you are using same seeds for the same bag one could show sativa gentetics and one could kick back indica genetics.
 
are they planted in the ground maybe one has deeper and bigger roots so it could take in more nutrients from the soil
 
even tho they are the same strain what generation is the strain you will get throw backs to indica genes unless the strain is well established (min 5/6 gen)
 
its like saying both these kids r american but they arent the same height and dont look alike omg wut wrongs!
