What he's referring to is VPN software. Most VPNs offer you the choice of several locations to chose from. So it could be that one or more people are using VPN software with 'Canada East' (or wherever the IP is coming from) so that it gives the appearance that it's all coming from the same place rather than a completely different location.Ever heard of a vpn?

I've had to battle it on my site as well. One guy with a computer and a cell phone can appear to be 10 people posting from the same area/IP location.
