Optimal vegatative lighting

I have a 4x8x8 enclosure I use for my veg area before they move into flower currently I have a 1000w mh in there and I feel I am wasting electricity what are my other lighting options to efficeintly feed my vegging plants the light they need without overdoing my electrical output, they veg in there for 8 weeks from rooted clones

You would probably find a couple of 315s would veg well over your space, better coverage for less watts and a nicer spectrum.
I do like a bit of MH in veg but 1000w over 4x8 seems unpractical. I don't see a world where even spread is achievable without a light mover.
Couple of 400mh in a nice hood much closer would be better coverage too

2- 4- foot 4bulb T5s would would work well giving uniform coverage and only using 432 watts of power

2x 315w CMH or a couple quantum boards.

I use CMH and LED in my veg area, both work well. I think for your space the two 315's is a great veg option.
