Ok to use superthrive and rhizotonic on week old seedlings?

Just as the title says. Is it OK to use superthrive and rhizotonic on week old seedlings?

I wont use nutes on anything less than 3-4 weeks old, in soil.

I've used superthrive in their first watering but I don't know about the other.
