PTSD was made because people are a victim of something. Like rape or child molestation. Something they didn't expect. When you go to war you should not expect to come home. You're not a victim of war when you signed up and knew you'd go to war. There's a difference from being a victim and getting shit happen that's a possibility. That's like a race car driver getting in a wreck and claiming PTSD. They don't they get back in the car and try to drive better or hope someone doesn't crash in to them. People playing the ptsd card from military deployment are not victims.

By definition, anyone with ptsd Is a victim.
