Nute to water ratio "?"

I am growing outdoors in soil and I'm about to use Jack's Classic All Purpose 20-20-20 w/ micronutrients. The label says to use 1 tablespoon per 1 gallon of water for outdoor plants. I've read several posts saying to use 1/4 of the recommended strength. If this 1/4 guideline only for indoor plants or outdoor plants as well? Any advice would be greatly appreciated.

yea do 1/4 or half never full I've never done full strength every feeding except fo one time in every one of my plants life in da flower phase.
