If it's mites is it OK to use neem oil this late?

I use ro and distilled water,
ph runoff 6.8-6.9

Made an organic mix and cooked it for 40 days (blood, bone meal, azomite, rock phosphate, epson salt, ffof, two other organic soil's containing bat guano, worm casting, dolomite lime, pretty much everything I read for organic soil).
My primary concern are spider mites, I did mist plants and area with neem oil when I switched to flower for prevention and I had few gnats which mosquito bites took care off.
Soil ph at surface is a more accurate reading.. I use a soil ph probe.

Oils can be phytotoxic, its possible to cause damage from neem oils or other emusions.

FFOF I thought was already rich.. all that extra stuff in there that you have added.. Ive also noticed that you have to be very careful with some of these cannabis specific soils seem to have more bugs. Its funny when I use Promix BX, ammended or even just Plain old black gold potting mix , AP or seedling mix. I dont have bugs. Stuff like zen potting mix or FFOF, the baddies seem to pop up. Then on top of that, you're feeding with more fertilizer 6-4-4.

First I used ffof and I transplanted them 3 times, but in a last pot (14 galon) I have set up organic mix at bottom 1/3 of pot so plants can use it later, hoping I won't have to add anything later, but they showed nitrogen def, many lower leafs turning yellow and then I over fed them, used it only that time, still learning.
