not sprouting wasssup?

my seeds(3 of em) I have had these seeds which I bought online from Canada, in the wet paper towels for about 17 days now they havent sprouted. last night I soaked them in a glass of water over night they didnt swell. they do sink however.
if I plant them in seed starter fertilizer will they grow or not? HELP!!!!

I had seeds like that before...

make sure the paper towel isnt soaked in water

and also the seeds might be bad or rotten

I have never had seeds take more than a week to germinate. Sometimes they only take a day or so.These may be toast by now. I use the paper towel method also. The towel should be damp but not wet..I use a spray bottle. Just my experience..
