No stretch during flowerperiod

Okay so, I hade a blueberry bud strain vegged for maybe 4 months (from a cutting) in a small 2,5dl/1cup pot, without transplanting to a bigger pot except when I put her into flower, her leaves stayed very small, she became a bonsai I think. Three other BBB I vegged for maybe 1 month (from cutting) in the same size pot. I put them in to flower and the three I vegged for 1 month and had a regular stretch but the bonsai didn't stretch at all and the leaves stayed small the entire time, with a smaller harvest.

Now I will try to form my question right. Why did it stayed small? How long can you vegg a plant in a small pot (to save space) and she flower regular? Is it like this with mother plants to? I have had a mother plant in a small pot for maybe 3 months now with small leaves, is it worth to flower her or should I just throw her in the compost?
 
Blue dream I have vegged for 3 months from a cutting and have used as a mother, never changed pot, will she stretch and have a regular growth and harvest?

Another one for pot size. There seems to be an outright obsession here relating to people putting plants in 2L of medium, and asking why there plants are tiny. I see more plants in cups or seedling pots than I do growers pots, and it is baffling at this stage.

At least give your plants the opportunity to grow. I throw autos straight into 2.5-3 gallon pots, and photos start in 8L pots (250mm round) and move to 20L pots (350mm round) around week 4.
