No germination?

Decided to begin a grow as I have no quality sources here and it's a bit fun. I have a purchased all the hydro equipment and lights (mh/hps) and all the needed fun. Now I have an odd problem, used these little germination plugs, seeds have been in since the first, problem is, nothing. Some slight areas of white can be seen and I think it's opening but nothing. Local hydro place suggested this method, I just put another chunk of seeds in a moist paper towel to see how that works. Any ideas on why I am getting nothing? Oddly enough I have germinated seeds before just for fun, no problems (napkin method) but this stumped me!

Ideas? Hope the new batch gets up a going so I can get them into the hydro setup.

I am curently placing seeds in wet paper towel, then inside a zip lock bag, then between two plates in a dark cabinet. This is the method a number of people suggested on this site, you might want to give it a try. At 24hrs the seeds went from tiny white to slightly larger and black with a little root showing. I wil check again tonight at 48 hours, my gut tells me they will be ready.

I germ my seeds in rockwool, and so far i have had a 100% germ rate . I do us a humidity dome and keep them moist.
