Can I use 15-28-28 NPK for flowering stage because I already bought it anyway is it good to use please help

Is it labeled as a veg food? You will probably get a lot of branching, small buds, and bud stretching if its veg food. Who knows though, like Bob said, feed away.

you can use any food ,but the results wont be perfect as if you had used a proper flowering food.
so yes go ahead and use it, as long as you dont abuse it, less is more sometimes. you will have a finished plant
