newbie question

ok ive posted before about the deer and rabbitts eating the clones i planted, so i started over on july4th with new clones as shown in the pic if i uploaded right. i have cured the animal problem with a fenced in area, with lots of sun but these suckers are not growing a large as i was told they would. there northern lights clones, been 7 or eight weeks now and there flowering but the largest is 12 or 13" . any ideas?

not enough daylight hours probably. give them the best chance and dig some rotted cow manure around top roots and water in, if that don't work then its not enough daylight .
