New Seedlings, Lighting Q.

Just got a pair of white rhino seedlings from someone, about 2 inches tall, would 1x 13 watt cfl with aluminum foil walls about 4 inches above the sides of the small pots keep the plants alive for awhile? and if so, until what size is it safe to use the 1 bulb if at all? Asking this because I dont have an outdoor location ready for the babies yet. Thanks in advance.
 
That'll work for a short while, but you're going to need to keep the light very close.

Ive had the 13 W CFL on only one plant, other died within hours of arriving, and it seems after about 30 hours, the small tiny leaves on the sprout are drooping. Id take a shot, but my cell phone pics are just as good as not having one. Anyone know what could be the problem? stem is still stout, but the leaves are slightly wilted down, i was assuming the opposite would happen.
