new growth issues

Hi, I have a friend thats growing for the first time and is having some probs.
The seeds germinated exactly two weeks ago and they are still looking too little to me (I have a growth of my own with the exact same seeds and germinated a week earlier the his and my plants are much much bigger).
All conditions seem to be fair, he used humus and organic compost (the compost has neuter ph, seeds and was treated), the room seems ok to me so does the light (400 watts HM) turned on 18 off 6, 20 degrees temperature.
If you have any idea of whats going on, if its normal or not if any of the conditions are odd or can be improved I would thank if you share with me, I m posting a couple of pictures, THX.

You should use cfl's or fluo's the first week or so.
The dirt looks really black is there any nutes in it?
Lot of a dirts that are good for growing with~but
are not good for seedling~

lol that s ok......we found that the problem was a combination of too much light, humidity and lack of nuts.Now they are doing fine with some NPK nut and air extractor, but if u have advices anyway they are sure welcome, thx a lot !

actually he sent me a couple of pictures and the ladies don't look so good, I am still a bit worried, any more ideas? THX!

its probably his light is to close back that up.............and just by looking at the soil he is probably over watering those potts are way to big to start seedlings unless you know that youll only need to water bout once a week
