New growth is droopy

I used to grow years ago in hydro. This is my first time in soil, with a stealth grow.

Temperature is great.
100 watts of CFLs.
Bag seed.
Transplanted twice. Now in 3 gallon pot for 3 weeks. Response was fantastic with each transplant.
Pro mix medium from a local store. I added even more perlite to ensure is was not a heavy mix. Pre cooked with Tomato Tone and have fed every two weeks according to bag instructions. No other nutrients have been given.
Achieved PH between 6 and 7 by using tap water and about 20 drops of white vinegar. Trying to go cheap this first harvest for proof of concept.
Topped to produce 4 main stems growing horizontally.
I over watered during its first month but since then it has been smooth sailing.

I am not sure if this is normal growth or not. The mature fan leaves flatten out and feel great to the touch. The new growth has become more droopy but still green. I don't see any signs of nute burn. The new growth has always looked a little droopy, especially after watering but she looks worse lately.

The larger fan leaves may looked curved towards the tips but I think that is just because of the tight quarters. I don't think it looks like the claw.

Soil looks dry. When you water do you water til you see run off?
Yeah enough that I worry about watering too much. I definitely over watered early in its life. It is dry to one knuckle right now. I thought that I should wait even longer to see if that was the issue.

I haven't watered to 20% run off as I'm not using chemical nutrients, but the run off is enough to come out into the drip tray. After watering, the entire medium feels moist.

I watered and waited; overnight. No change whatsoever. I have had a green thumb my entire life but this is stumping me. I'm not sure if this is normal for this particular plant or maybe uneven watering, overwatering, nutrient deficiency... Regardless, I fear she is entering a dangerous time right now.
