new grower suggestion? any help not much progress

4x24w cdl
Fan
Heater
2'x1' space
Mg soil perlite
24/0 light cycle
Germinated in paper towel 3 2 days till 1inch
Day 5 since they have sprouted
Lights now at 1.5 inches after keeping them at 4
Im simply not seeing much growth stems grew very lanky causing on of the 5 plants to fall over. I then burried them almost up to the leaves.
1 of the plants now have brown spots starting at the center of the leaves. Any help of suggestions would be amazing.

or grown in soil
so I cannot help.

You'll be swimming in advise.

1-replant with your medium up the stem [bury the stem] 1/4" from the first set of leaves...
2-Add more light, as much will fit
3-Pot's have holes? make sure drain is good....
4-Spots on leaves from the lights hitting... they will stay on till they die...
5-Keep CFL's 2" away... not 4"... not 1"....

2x1 foot space....how tall in the area available?
Get a 2 bulb 2' T5 HO and run that. Put up reflective material around the walls.....Be SURE to use T5 High Output bulbs! 6500K for veg and 2700K for flower.
I suspect you don't have a lot of "head" room......flower at 8" or 12". You may be able to run only 2-3 plants at a time.
brown spots? Can't say what that is before I see a pic, as it could be a cpl of things at this point.

so if the cfls are 2'' away there ok but 1' will burn or is it something Im missing?

1.5" like you said is fine, you just have to be diligent about checking to make sure at this young age the leafs don't grow up and touch a bulb.
1' like you later said is WAY too far away for a CFL.
For anybody to give you an accurate diagnosis on 'brown spots', we need pics, but if they are only 5 days old, I am guessing 'brown spots' may be from light burn if you're misting or have water spots on the leafs.
I use MG soil AND MG Perlite, and never have a burning problem with my sprouts.
