New grower lost in space, with no clue

Wow, lots of info out here, more than enough to leave me totally confused, lol. Do this, don't do this, do that, don't do that, depending on which site you are looking. Here is what I am trying to do. I am in the process of building a dedicated grow site, indoors, but still would like to grow a few plants outdoors, weather permitting. At the moment I have a 5' x 8' room with a counter in it that is 30" x 6' long. It has a 1000 watt mh light, a 4' florescent ceiling mounted fixture and a 2 ' florescent fixture mounted underneath the counter. I intend for this to be my veg/start room when growing indoors. Can I seed, clone, veg and keep mother plants all together in this room?
I have a room that is 9' x 11' which will be a dedicated flowering room. it will be on a strict 12/12 cycle, with plants ranging from just starting to flower to totally finished plants, kind of a perpetual harvest, if possible. At the moment I have a 1000 watt aircooled hps light that is mounted on a 6' light mover. I am also using a 400 watt hps aircooled light, no rail yet, but future plans include one . I am using a 6500 but window a/c for cooling, a heater in the winter as needed. The light fan is ducted thru the lights and out the ceiling on thru the roof. I am hoping this will help with the smell also. Luckily I live out in the country so smell will not be a major problem, but still.......... I would like to keep 20 - 30 plants in this room once I get it up and going. I just sprouted 18 bagseed plants, now 3 days old, got the 2nd set of leaves. Some of them will be planted outside in some big ole holes I have prepped out. I germinated some kush, white domina, a lemon skunk and a ladyburn 1974 yesterday, put them in soil today. Can I veg these outside until it is time to flower, then transplant and move to the flower room? I think natural sun is great, but would like some opinions on which way to go.

just another thing to be concerned about when moving plants indoor from outdoor is bugs/pests. whatever you wanna call them.if you have the rooms for it i would just keep everything inside where its as close to sterile as possible.
