Need some scrog advice

Hey guys, I'm a new grower and it's my first time trying out the scrog method. I got 2 plants under a 400w HPS but one is mature and ready for flowering, but the other is still developing roots. Here is some background information

The plant on the left is a seed that was started Jan 5th 2011 and was kept in a cabinet with some CFLs for about 2 months. I put the scrog net on it about a week ago on March 7th and placed it inside my 2x4x5 tent with a 400w HPS. (No MH)

The plant on the right is a clone I got on March 8th and immediately put into the tent. I sprayed the rocks a few times per day for about 3 days now, but there are no roots pushin out and not much growth.

The problem is, I only have 16' from the hood to the top of the scrog net and I'm worried if I go another week of 18/6 the plants will get way too big and buds will eventually burn. My hood takes up about 17' because the pulleys that are holding it are just taking up too much space. I could possibly chain it up instead and save maybe 3-4' would that even be worth it?

I'm just kinda stuck on what to do here... also I have a picture of 1 week growth (today)

just keep veggin the clone under your cfls and start flowering the mature one, once the clone has gained some roots and matured put it in there and you will have a staggered harvest.

Hmm, the only problem with that is I got rid of the cabinet >_>
Also it wouldn't fit in there with the net on the lid, way too big for the old cabinet.
Thanks for the idea though. Any other ideas?

I am confused...those look pretty small for being so old.

This is the status of my plants and they were all started from seeds on Jan. 4th 2011. I don't get it.

Well only one of the plants is that old. The other one is a clone I got a week ago.
The old plant is a seed and I had it in a cabinet with CFLs because I was flowering in the tent. I had to keep it small so that I could put it inside the tent with a clone after I harvested my current grow.
but the problem is the old plant developed a strong root system, so it's growing way faster than the clone which still has no roots.

I'm just stuck on what to do. I can't take either of them out and place em anywhere else because of the scrog nets that are on them... they are too huge for my old cabinet.
I'm worried that if I let it go veg for another week, the old plant will be way too big for my grow area, but if I flip it to flower now, I'm worried the clone won't even reach the net.

Also, those babies look AMAZING! So frosty! I had to cut my last harvest short with 1 Sativa and 1 Indica plant, so I got some premature buds and some decent buds, but damn your buds are HELLA frosty and still got some growin left!!

I wouldn't sweat over it. If it were me I'd either lower the screen on the small one about 3 inches, but my first choice would be to veg them both another week and let the big one grow into the screen and then you train it to the screen and everytime it grows a new shoot in a hole you move it to the next hole that way you fill the whole screen with smaller buds instead of growing a few big buds into your light increasing your yield. If you have it setup correctly then the buds should be able to get very close to your light. And if you have to take the hooks out of the light and fasten it directly to the tent. Giving you an extra 3-4 inches.
