need some help with flowering

Hi, this is my first time growing in a AG and so far so good! I had tips from a pro but now I am on my own. They are 100% female from the seed banks and they are about 3 feet tall. Everyone of them are budding except for one. It is the biggest plant too and the stems are thick. I switched it to 12/12 and still no budding or signs of budding. No white hairs whatsoever, but the others are. Can someone help me?

And you're SURE it's not a male? "They are 100% female from the seed banks" you're not talking about feminized seeds are you? Pics?

I think it was my lighting that was the problem. I was running 4- 25 watt cfls, and 2- 55 watt. Now Im running 6 - 55 watt cfls and 2- 25 watts.

it usually takes up to 2 weeks to show signs of sex,males first.Can u post pics?
