i built a 9x9 insulated, sound proof, climated controlled room with co2 enrichment this past year. i did all the work myself except for wiring the split, the flipbox and the natural gas fitting and i cheaped on the lights no led, no hydroponics equip and it still cost well over $13,000 i dont have a full list but just off the top of my head not including any building materials since most items have tripled in price at the hardware store. either way your shooting way to low in my opinion.

$2400 - 2 ton mini split diy
$1000 - co2 burner/controller/pay gas fitter
$1000 - 4 cheap digi ballasts
$200 - bulbs
$300-$400 - 240vflipbox/pay electrician to wire that and you diy split.
$500 - reflectors
$400 - humidifier
$300 - cheap dehu
$200 - climate controller
?? - carbon filter/ fans
?? - pots or hydroponics equipment
?? - ph/ec testers
?? - nutrients
?? - trays

we also need

height of space,
location,
environment/temps,
environmental controls/access to fresh air and or exhaust,
if sealed using c02 or not,
preferred growing style/medium,
whether there is a separate clone/veg/drying space or if all for flower,
whether this is for personal grow or commercial,
experience as a grower (what's the biggest indoor space you have done so far)
etc

that should get things started

Lol I was going to rent a warehouse office or something of the sort or I might buy a container to drop it in..
