Need advice on what kind of hydro veg room to set up in the basement...

I got this 4x4x8 grow tent that I plan to flower 15 plants at a time with. (Is that too much???)

Then I wanted to make another room or buy another tent to veg. I needed some suggestions and i also had some questions.

What kind of hydro setup could I use to veg if im using an ebb and flow system to flower???

Should there be just as much circulation in that room as in the flowering room?

Will my plants be really stinky when they are vegging? If so should I just use a carbon scruber in that room just like the flower room?
