My plant isn't growing

So I'm pretty new to this but I planted a seed over a month ago (Early May) and kept my plant outside to see if it would grow and it has but its really small. So now I'm thinking about bringing it inside but I don't know if the plant needs food etc because it looks a little burnt. It was originally in a cup and I just transferred it into this big pot today. Make sure your medium is loose enough that your roots can spread and absorb nutrients and oxygen, also if your plant isn't growing and it isn't root related than it is a light issue. Give her 18 hours of light and 6 hours of dark in veg! Good luck!

I bought perlite would that help?

generally you should only water when the soil is dry and the plant is hungry, you can get away with keeping your soil moist when the plant is still a seedling. Perlite is amazing, you should mix it with your soil so oxygen can get to your roots easier. Some soils come with perlite already in it (ex. Foxfarm), your medium looks really clumpy to be honest i'm not suprised its having trouble rooting
