Are they auto flowers? If not what strain are they, also how old are they? Some strains will start to "pre" flower on there own if there to old.
Some strains require more then 18 hours. Some strains will need 20 hours. I keep mine under 24 hours of light until I'm ready to flower.

Alls I see in the pics is pre-flowers.

that's normal, the plant shows its sex right before it goes into flowering, so pretty much what it's saying is " i'm ready when you are"

Dude it's not flowering.

keep it at 18, and when your ready to flower, go to 12 / 12. it's that easy

i thought they only showed sex when they where switched to 12/12

Like Downey said you can if you want. It's up to each person, I like to keep it at 24 hours just because it help keep the stretch to a minimum while your in veg mode. I like mine short and bushy. Due to them already showing "sex" I wouldn't increase your light hours you can confuse them.
