multipurpose compost. How to clean it before grow

I need some soil quick but can only get multipurpose.

How can i clean this before the grow? because last stuff i bought had bugs in it :S

Im thinking flush it with neem oil and washing up liquid

I would just water it into a watery mud and let it sit for a day. That should make any bugs run for oxygen. Then drain the water and let stand until dry enough to use.
