MOVING TO CA- do i have to be a RESIDENT to get a card?? or just driv lic?

I kept my old license for a long time. turned out I had a license in multiple states regardless, my CA license was never discoutinued even though i got a license in another state. I paid 10 bucks and they sent me a replacement. you only need CA license to get a MM card. I know soemone with an out of state address on a CA license and he has a MM card so no, you don't need a CA address to get a license and you dont need a CA address on your license to get a script or buy. hope this makes sense.
