Is it possible the one that looks so poorly is getting shaded most of the day deep down in that container? The 2 that look alright seem like they might be getting better sun.

Do you mean just adding soil or were you thinking you were going to lift it, put soil underneath and put it back on top again?? if so your in for a shock, the roots could be well down in the soil.
If you have a friend you could try and tip it out partly and fill with more soil. but be careful if you try to dig it out or tipping it. ever so carefull

Yeah, you would probably have to essentially repot it. It doesn't look lanky enough to just top fill soil. That look likes a metal container, no way you can just cut the lip of the container down some, huh?

Yeah, I looked too quickly, I see that now haha. Can you carefully just lower the lip around her with a power tool? if the bucket is at least half full its still a pretty decent sized pot
