Bud rot ... very difficult to deal with. Air circulation is important. Spread out the thick leaflets around bud areas, maybe even trim a tiny bit. Kill any buggers, manually by hand if possible. If the bud is very thick, and moisture/bugs/extreme heat are at work inside, no amount of milk/neem/etc. will help you prevent bud rot. You will need to do regular visual inspections of all buds. Bud rot is ultimately unavoidable unless you have perfect/controlled conditions, but you can easily keep the bud rot to 1-2% tops with constant visual check-ups and proper response. I rarely use any sprays on buds when dealing with buggers, its often detrimental. 1-2% neem spray is good. Remove any bud rot immediately to avoid it spreading.
Manual work - kill bugs, clear up the thick bud a little bit for better air circulation and light penetration = best strategy.
