basically all you reallly need to do to make paper is turn the hemp into a pulp and then use a fine mesh screen to strain the water from the pupl and then press the water out of the hemp pulp, press the end product and then dry...making rollling papers i would assume would require a finer pulp and a thin, thin, thin layer pressed..
i couldnt really find a decent link but im pretty sure these something added to the pulp to make the paper be able to strecth so thin and still hold a durability that allows you to use it.
In paper mills a starch solution is added to the pulp just before the final drying. This is called sizing it stops the paper from shrinking/streching. Trunst me im a machine man in a paper mill
