Lower leaves drying up, falling off

Bio chem plants do not look good. i sprayed them with a neem mix i use. i do not see any bugs examining under a microscope. i have seen some fungus gnats stuck to the sticky trap, flying around so applied some neem mix to the soil, then watered. these two are clones of the mother that had leaves flipped over, brown, dry. buds are not growing as fast as they should and i hate trimming small buds.
so, does anyone know what is going on here? john

I don't think this is normal...unless you're in the final stages of flower.

What's the grow medium?
How many days from seed?
What are the PPM / PH levels of your feed / water?
What are your run off levels (PPM/PH)?
Looks like it might be on a window sill, is there sufficient light to support her growth?
Do you see any patterns? Are the dying leaves mainly on the bottom / blocked by sunlight?
Does the yellowing start on edges of leaves or from the inner? Are the veins still green?
Is there any spotting as well?
Lastly, could we get a picture of the whole plant as well?
