Loose seedlings.

So i was looking at my plants and i picked up one of them , and it seemed like it was unstable. Like when i picked it up it moves like it's roots arn't very deep.

I was thinking or transplanting them, but they're only about 2-3 weeks old.

Should i just hold off on transplanting this soon?

Some shed some light on this for me.
