Looking for any commercial growers that can share advice

Here in California looking for advice on water usage. No engineer in our Northern California area has been able to come up with a water treatment or usage estimate due to the fact that all of this is so new to their industry here. The city officials have approved one license after the growers obtained a copy of an Oregon commercial indoor growers water usage bill, using that as their rough estimate. Basically, my city is clueless on this and we are one of the guinea pigs.
