Location consideration...shit i keep rhyming....should i grow in a house that's cold?

So I'm hunting for a grow house since I'm in the market anyways. I found a great place but it's got single wall construction. It was colder inside than it was outside somehow. I'll avoid specifics about my location, but it's got cold winters, the average low being lowest in December at just above freezing. I'm designing and implementing a 64 plant garden on a 16 plant, two week rotation in a slightly over 10x10 room with two outside walls. I'll pick up a smaller system to hold preblooms in another sealed off section of a different room under a single 600watt. I'll be sealing the room with plastic sheeting, and making it airtight with silicone sealant and badass tape. I'm considering putting up some sort of insulation but i'd like to avoid anything thick or messy. My ventilation system will have to be simple and cheap, an inline fan or two and some ductwork in and out, maybe close in a section underneath and ozone the air for a bit, don't think that's neccessary though. I'll be lighting the whole deal with three 600w lights, probably hps.

My question is will the lights and a CO2 burner be enough heat to keep things at 75 degrees during mid thirties weather in a place with little to no insulation? Will a heater and hot air pumped in from around the wood stove be enough at night?
