lights... too close or too far?

1 banana kush clone under 2 40 watt cw fluorescents. lights r suspended 39 centimeters (a lil more than one foot.) above it. is this to close or to far from the top.

yeah, all day long. also i have it in a 14 oz plastic cup. 2 weeks in to veg. do i need to transplant and if so do u know any threads to help with the transplant

I dont grow with CFL or in soil... But if you can touch that bulb it should be about 2" off the plant or closer.

yep definitely need them closer, keep them as close as you can without burning your plants they need to 2-3 inches is perfect
 
well its just one and its under 2 t12 40w fluoro tubes. and again im running them about 38cm. from top. the bulbsare cool white. would it still be safe to be within 2 to 4 inchis from the top?
