think you're slightly overreacting, it's got all the ballest and that built in, so all you've got to do really is plug it in and pay your electric bill, making sure your room doesnt get too hot which was one of my concerns when i got my 400HPS

A 400w HPS will use 4 amps, and the ballast will use 1 amp.
Total about 500 watts and 5 amps. Most household circuits are 15 amps, which means that you can safely pull 12 amps off a circuit.

The next trick is to figure out how many rooms are on that 15 amp circuit, so you know how many amps are available.
