Lights of America Grow Light....good for vegging?

So i bought a couple 17W Lights of America Grow Lights from Wal-Mart with the idea that this would be sufficient to grow seedlings and to sustain clones in a small cabinet (about16-24 at a time). Will this work or should I supplement with 6500K CFL? Heat is a concern by then way...thanks!

i just bought 2 of the same lights off ebay, i have 1 light on 2 clones and a seedling well see how it goes n ill get back to you
