Hello
Im new at growing indoors
I have a small 2x4 area to grow.
I am using a philips led soft white bulb
Is this ok to use.
It is a cheap light and i am on a budget as im on disability

Is this the a19? I’ve done used them but not the same brand though. You better off using CFL one’s. They’re relatively cheap!

Welcome, Reckie.
I find that most singles I've run end up using a 2x2 area. That means you need to adequately light 4 sq ft of area/plant.
This is where things can get complicated-the efficiency of the diodes impacts 'how much' light it can emit for each watt of power used.
Asimple metric to use is this:
HPS, blurple leds and led light bulbs-50 watts/sq ft
CMH-40-50 watts/sq ft
Top tier leds(qb's, strips or cobs)-30 watts/ sq ft.
So, I'd plan on providing 150-200 of actual power consumption/plant using led light bulb
Or, 120 watts of top-tier.
