Lighting Question

I know that HPS is the best way to go if your budding inside, but I want to know if it's possible to have your plant go through the budding cycle with only cool fluorescent grow lights, about 4 of them surrounding your plants, (like 12'' tubes)

I just want to know if it is possible to do this or not, and if so what will the end product look like and will it differ that much from a plant budding with an HPS? And would it take longer during the budding process?

4 1-foot cool flourescents? you'll probably get a few g's. If you absolutly can't go hps (cause its getting cheaper High Tech Garden Supply High Tech Garden Supply) then get alot of cfls (warm if u can) and try to concentrate them all on ur plant, might get a half-o
